Background
The DEC/CRO is the leader of the of the Santa Clara County ARES/RACES leadership team. He or she maintain close communications and coordination with the staff at the County Office of Emergency Management (OEM). The DEC/CRO recruits and recommends to the Section Manager the appointment of ADECs and DCROs. He or she works closely with the ADECs/DCROs staff to support the goals and objectives of the organization.
Requirements
The DEC/CRO is expected to:
- Hold a County DSW and a MAC Endorsement (Background Check). This is a requirement of County OEM.
- Be approved by the Director of County OEM and the ARES Santa Clara Valley Section Manager.
- Holds several advanced (Type 2 and Type 1) Credentials and Endorsements within the County Credentialing Program and continues to work on earning additional credentials and endorsements. Supports and encourages others to develop their skills and knowledge by earning credentials and endorsement.
- Has or will earn the ERO Endorsement to be knowledgeble of operations in the County EOC Radio Room.
- Has or will earn the RUL Endorsement to be able to act as the supervisor for various drills and other events.
- If eligible will become part of the Credential Evaluator pool.
- If eligible will become a course instructor or backup instructor.
- Become trained/certified as an AlertSCC Notifier.
- Indicate that the County of Santa Clara is the primary agency upon which they would respond when called.

Duties and Expectations
- Takes an active role in county events to include training classes, drills/exercises, and activations becoming a visable presence of ARES/RACES leadership.
- Helps review and maintain documentation, manuals, and proedures.
- Regularly conducts EC Council and ADEC meetings.
- Delegates and assigns ADEC/DCRO staff to various roles within the ARES/RACES leadership team.
- Manitains contact with County OEM staff, PHDOC staff, and EMS staff as it relates to RACES functions.
