Yellow Command is a Bay Area-wide EOC Exercise designed to engage all levels of Emergency Operations Centers (EOCs). It is designed to promote collaboration and coordination between jurisdictions and agencies as will be necessary in a catastrophic incident with regional impacts. The Santa Clara County EOC will be activated. Most cities will activate their EOCs and have internal city response activities such as shelter support. We will also be communicating with other county EOCs.
Pre-Exercise Training: Participants must attend a pre-exercise training webinar. A separate sign-up for the webinar is here.
Time: Plan on 08:00 to 16:00. But consult with your city EC for specific details. Some cities may not operate for the entire length of the drill.
Exercise Schedule:
- 08:00 - 08:30 Participant arrival and check-in
- 08:30 - 09:00 Safety/Orientation Briefing
- 09:00 - 15:00 Exercise (working lunch)
- 15:00 - 15:30 Hot Wash; Turn in feedback forms
- 15:30 - ... Demobilization; Exercise tear-down
Exercise Activities: In addition to city/county EOC communications, each city will have its own activities that may require amateur radio support. For example, your city may stand up a shelter (or simulate doing so). Consult your city EC for details.

If Your City Is Not Participating: There may be two or three cities that do not participate in the Yellow Command exercise. In that case, there are three possibilities for you:
- Your city EC may still request activation of ARES/RACES and conduct an amateur radio-only response. In that case, sign up here and contact your city EC regarding details.
- Your city ARES/RACES group will not participate and you want to help as a field simulator. In that case, sign up as a Field Simulator on the county EOC sign-up page.
- Your city ARES/RACES group will not participate and you want to work at the county EOC. In that case, make sure you meet the requirements and then sign up on the county EOC sign-up page.
The following positions are available for this event. You can state your preference when you sign up for the event. The event coordinator will attempt to accommodate your request. Based on the event and its requirements, the event coordinator may move hams to positions other than those requested.
